Compassionate Communities Singapore is a national movement initiated and led by the Singapore Hospice Council, partnered with its 26 Member Organisations to ensure quality palliative care for everyone. It stems from the desire to move palliative care upstream and to drive care where the patient and families are: in the community.
Singapore Hospice Council strongly believes that dying is fundamentally not a medical event but a social experience that happens in the family and the community. Caring for the dying is thus not only the job of healthcare professionals, let alone palliative care providers. Palliative care is everyone’s business.
The movement was first initiated at the Grief and Bereavement Conference Singapore on 7 November 2024. This was followed by a meeting of like-minded stakeholders and individuals at the “Co-Creating Compassionate Communities: A Collaborative Dialogue” held on 17 January 2025.

With the support of Mayor Denise Phua and senior palliative care leaders from the three healthcare clusters. CoCoSG calls on neighbourhoods, schools, workplaces, and all sectors of society to take collective responsibility in supporting those facing caregiving responsibilities, death, dying, grief, and bereavement.

SHC officially launched CoCoSG, a national movement to build a compassionate and inclusive ecosystem where no one dies or grieves alone. The launch, graced by Guest-of-Honour Ms Rahayu Mahzam, Minister of State, Ministry of Health and Ministry of Digital Development and Information, and Special Guest Ms Gho Sze Kee, Member of Parliament and Grassroots Adviser to Mountbatten GROs, recognised over 40 founding stakeholders and featured the ‘Winds of Compassion’ Community Art Installation with 10,000 hand-decorated pinwheels symbolising small acts of care.
Ms Rahayu Mahzam said, “I would like to commend SHC, partners, and everyone who have worked so hard to make CoCoSG a reality. Your dedication to create compassionate communities is deeply inspiring. You have greatly supported MOH’s efforts to develop a supportive palliative care environment in Singapore.”

The art Installation featuring 10,000 hand-decorated pinwheels was co-created with over 60 partners, including SHC Member Organisations, schools, and community centres. Each pinwheel reflects how small acts of care, multiplied across a community, can spark a ripple of compassion and raise awareness of palliative care.

We are proud to announce that CoCoSG has received official endorsement from Public Health Palliative Care International (PHPCI). This recognition highlights CoCoSG’s community-led approach to supporting those affected by death, dying, loss, and caregiving. With Singapore’s integrated care systems and city-state scale, CoCoSG is uniquely positioned to implement a Compassionate Community model nationwide.
